A crisis can reveal gaps in policies and services - things that were missing that we did not know we needed.  


The question is how to be intentional and proactive about finding, understanding, and building a knowledge community around these gaps.


In this workshop, participants will explore how a crisis can help us discover what has been missing. By applying different lenses and sharing experiences, participants will learn about seeing things in new ways, and work together to identify, understand, and propose solutions to governance gaps.

Observatory of Public Innovation
The OECD Observatory of Public Sector helps public sector jurisdictions take a more deliberate and strategic approach to innovation. During the pandemic the Observatory has been running an ‘innovative responses tracker’, where different governments and their partners have submitted examples, big and small, of how they have responded in novel ways to the coronavirus crisis.
Alex Roberts
Alex Roberts is deputy head of the Observatory of Public Sector Innovation and leads their work on studying national public sector innovation systems and organisational innovation.

Kent Aitken focuses his work with the Observatory on skills and capacity building.
